The Wikimedia Chapters Association, WCA for short, is supposed to unite the Wikimedia organisations. Each chapter will be represented in the Chapters Council by one representative. This council will work out guidelines and agree on common positions, which will be taken by the WCA outwards. It will decide about the distribution of funds, which the members have allocated to the WCA. These funds are intended to help chapters develop according to the set WCA criteria regarding transparency, responsibility, reliability. In order to achieve this the WCA will be made up of a secretariat and a general secretary.
